Construction crews planned to occupy the Memorial Circle site immediately after final approvals, but a federal judge blocked those plans with a temporary restraining order. The order prevents the National Park Service from starting any construction activities for the next 14 days.

The decision came hours after the National Capital Planning Commission voted 8-4 to approve the project. The panel spent more than five hours hearing public testimony, most of which opposed the arch. Trump appointees held a majority on the panel and voted in favor, citing the structure's role in honoring veterans and serving as a tourist attraction.

Project plans detail a heavy industrial footprint for the site. Contractors intend to deploy job site trailers, light towers, generators, tower cranes, forklifts, drill rigs, and concrete pumping systems. The schedule calls for work to proceed year-round for 20 hours a day over a period of more than three years.

D.C. Council Chairman Phil Mendelson, a member of the commission, raised questions during the process. He asked how the project's cultural goals aligned with the administration's stated national security purpose involving drones and snipers. Protest groups gathered at the site to monitor the online meeting.

The commission began reviewing the arch plan in June and oversees construction on federal land within the city. The temporary order halts the physical setup of the job site while the legal challenge proceeds.
